Mellie's Filibuster proved just how powerful Mellie Grant can be.
A Filibuster is an action such as prolonged speaking which obstructs progress in a legislative assembly in a way that does not technically contravene the required procedures.
Mellie cannot vote for a Planned Parenthood bill with discretionary funding. Instead of letting everyone go home for the holidays and new years, Mellie decides to start a filibuster; this means that she can’t leave the podium to eat or go to the bathroom.
Later on during her filibuster, Mellie desperately needs to use the ladies room; unbeknownst to her Olivia Pope has arranged (and asked) Susan Ross to help her. Susan Ross asks Mellie is she can have the floor and ask a lengthy question. After short (and well deserved) break Mellie returns to the floor and thanks everyone for their patience. Mellie gains popularity with the people of the United States of America and Congress.
