"Army of One" is the eleventh episode of the seventh season of Scandal, and is the hundred-and-seventeenth overall.
Plot[]
Mellie’s plans to name Jake as her new chief of staff only propels Olivia to do whatever it takes to make sure that does not happen. Back at Papa Pope’s house, Quinn becomes restless, wondering just how long Rowan intends to keep her and Robin hidden from the outside world. Meanwhile at QPA, Abby, Huck and Charlie decide that it’s time to move forward with new clients when their first case leads to surprising intel.

Olivia Pope is standing in front of Mellie Grant asking her what she's done. Mellie says she did what she did because of Rashad. Olivia says she killed him for the treaty. Mellie says she killed him because she thought that she was a bad president. Mellie tells Olivia that she has to go. Olivia says don't do this. Mellie tells her that she has until the end of the week to announce her resignation.
David meets with Jake to vet him for his new chief of staff position. Jake Ballard tells David Rosen that Vanessa and he have an open marriage. Quinn Perkins says that they need to act now while Olivia is down. Eli Pope is against it. Charlie arrives at the office where Abby Whelan tells him that they have a client. That they need him to keep the business open. Robert tells them how he went to look at his bank account and found 12 million dollars in his account. He also received an e-mail in Russian telling him to wait for instructions. He tells OPA that all he wants is for his life to go back to normal.
Mellie visits Jake at B613. He tells her that he wants to have open communication with her and that his tools are her tools. Just as he says that his computers shut down. Jake calls Olivia and tells her that she can't do this. That she's going to lose. She tells him that he forgot one thing: "You can't take Command".
Jake tries to get the system back up but is having trouble. Olivia goes to visit Hector who asks her how long he will be able to keep the system down. He says for however long she needs. Jake talks to Mellie about Olivia telling her that she's just throwing a tantrum. Mellie tells him to shut it down. Cyrus Beene arrives to see Mellie and asks if Jake is using anything against her. Mellie says that Jake is still here because she wants him here.
Eli is talking to baby Robin. Quinn asks him if the baby is why he doesn't want to take Olivia down. He says he doesn't know what she's talking about. She tells him that he is losing sight of the goal. He tells her not to push him while he has Robin in his hands. He says that it goes against his nature to let anyone hurt his child. Charlie and Huck are trying to figure out who sent the money to Robert. Abby tells him that they found out about the meetings he's been having. He tells them that he's having an affair. Huck says that he's having an affair with Vanessa. Jake calls Olivia and tells her that this needs to end. She tells him that she's written a copy of his resignation letter for him. He hangs up the phone.
Mellie is upset about Vanessa's affair. Jake says that there is no need to worry. David asks how the money got into Robert's account. Jake says Olivia did it. Mellie says that today was supposed to be a good day because she was going to get a mammogram. She tells Jake to investigate it and then make it go away.
Olivia goes to see Cyrus. She apologizes to him about Fenton. He asks if she has some secret weapon to help her get back her job and she says yes: him. Cyrus says why and she says because he's an adult. She tells him to watch out for Jake because he might push him out too.
Robert, Vanessa, and Jake are at OPA trying to prove that the money isn't from the Russians but Olivia. Abby says that they'll figure something out. Jake goes to see Mellie and asks for a little more time. Cyrus arrives and tells them that he has a way out of this mess. They spin it so that Vanessa was acting as an undercover under the direction of the NSA. They frame Robert to be a Russian operative. Abby gives Robert a list of lawyers that could help him. Charlie suggests he leave the country.
Cyrus goes to visit Olivia. He gives her a copy of the memo that Mellie wrote to confirm Vanessa's story to the CIA. Olivia says that she doesn't need her for this that he could just leak this to the press. Cyrus says but that she's better at this sort of thing. He says its the difference in having all the power or none at all.
Eli suggests to Quinn that they order in. He apologizes to Quinn. Quinn says that Olivia's still fighting. That there is going to come a time when he needs to choose between her and Olivia and that he's always going to choose Olivia. She tells him that if he lets her leave then she wont go after Olivia.
Olivia goes to visit Mellie at the doctor's office. She tells Mellie that she won't be stepping down. That instead of announcing her resignation that she'll be calling for Mellie's. Olivia gives her advice on how to resign gracefully. Huck and Abby suggest that maybe they should just let OPA close down because without Quinn it feels wrong. Charlie almost tells them about Quinn being alive before he leaves claiming that he'll be back. He goes to Eli's looking for Quinn. Eli tells him that she left an hour ago.
Olivia arrives home and hears the sound of a baby. She sees Robin and Quinn reveals herself. Quinn says she wanted Olivia to see her goddaughter and then she pulls a gun. Olivia tries to get Quinn to listen to her but Quinn just talks over her. Telling her that Olivia's going to turn herself in. Olivia says that they can talk later but right now there are snipers on the roof aiming for Quinn. Quinn doesn't believe her so Olivia pushes her out of the way just as a bullet flies through the window. Olivia is hit and she tells them to leave now.
Jake goes to talk to Mellie. Mellie tells him that Olivia knows what they did for Vanessa. She says that she's going to admit to it and take the fall. Jake says they can still get out of this but she says no.
Olivia shows up at Eli's with a gun wound to her shoulder. He stitches her up. She asks him why he let her think Quinn was dead. He says because he wouldn't have given him back his bones if he hadn't. Olivia says that Quinn hates her. Eli hugs her. Olivia attends her press conference. She almost reveals what she knows but instead she resigns. She looks out into the crowd and sees Marcus who nods at her. Abby and Huck are watching her resignation on TV when they turn and see Charlie with Quinn and Robin.
