Cyrus Rutherford Beene is the White House Chief of Staff. He is President Grant's right-hand man; was married to reporter James Novak until he was murdered. Cyrus is now engaged to a postitute named Michael. He (Cyus) is a ruthless political monster.
History
Cyrus first met Mellie & Fitz, along with Jerry Grant approximately 18 years before Fitz was elected president. (Everything's Coming Up Mellie)
Cyrus was offered the chance to run Harvard University but turned it down to work with Fitz. He is the first gay Chief of Staff. He's married to James Novak, together they have a daughter, Ella. Cyrus gave James a child to get him to stop looking into Defiance. (One For the Dog)
Cyrus eventually admits the truth about election rigging to James, putting their relationship on the rocks to the point where Cyrus was kicked out of their house and living in a hotel for almost a month. (Molly, You in Danger, Girl)
After months and months of dealing with many political issues for Fitz as well as martial problems with James Cyrus has a health scare. Rowan Pope pays Cyrus visit outside The White House; Cyrus gets a phone call from Olivia that puts him into a panic; which results in him having a heart attack. (White Hat's Back On)
Personality
Although Cyrus has a daughter, he hates kids! Cyrus will do whatever he has to do to get what he wants or to stop anything from happening that he doesn't want to happen. He is a hungry political monster who will use any trick that's in the book or worse trick that they don't put in the book because they're that bad. He's resorted to killing in the past. At one point he asked Charlie to kill his own husband, James; but at the last minute his humanity kicked in and he told Charlie to stop. (Nobody Likes Babies)
Relationships
James Novak
James and Cyrus met on the election campaign for Fitz Grant's primary run against Sally Langston. They started a secret affair, being in the political spotlight Cyrus knew he couldn't be "out" as a gay man. But eventually, after Fitz gets elected, he learns that it was the worst kept secret in Washington D.C. from Olivia. (Happy Birthday, Mr. President) Their relationship gets hits a road bump when James starts digging in too deep about the Defiance conspiracy; Hollis Doyle threatens Cyrus that he'll have him killed if, "you don't put your wife on a leash." (All Roads Lead to Fitz) But James doesn't stop even after Cyrus asks him nicely to stop. In a heated moment Cyrus does admit the truth to James about election rigging. One would think that things were better with them after he admitted the truth, well then one would be wrong! They only put up a front that things were fine. James finally lets Cyrus back in and home once James comes to grips with why he was really angry at Cyrus. But everything's not fine and dandy just yet, looks like couples counseling is in their future. (Molly, You in Danger, Girl)
Cyrus lost James when he was murdered by Jake Ballard to cover up the truth behind Sally Langston killing her husband Daniel Douglas Langston. B-613 made James' murder look like a carjacking; he does not know the truth. After learning the news he was in shock but then to keep his mind off of it he had to work. And once The White House was ready to give a statement about the investigation of James' murder Cyrus himself wanted to go up to the podium and brief the press. He tried but had a flashback of when he and James went public with their relationship and began breaking down in front of cameras and several White House Press Corp. reporters. Olivia was going to go up and help him but Fitz acknowledged he'd take care of him. Fitz stepped up into the podium and took Cyrus who began crying into his shoulder he walked him off the stage. Fitz Grant
Cyrus and Fitz's relationship is a very complex one.
Olivia Pope
Cyrus is one of many people who trained Olivia and taught her some of the tricks she's used as a "fixer" (including some she's used against him as the White House Chief of Staff.) (Beltway Unbuckled) They too have a complex and complicated relationship. Things go up and down with them.
Charlie
Cyrus uses Charlie to do his dirty work, the dirty work that Cyrus himself can't officially do or even "unofficially" do. For instance, in Season One, Cyrus turned to Charlie to help him with the Amanda Tanner situation and keep her from spilling the President's secrets. (Crash and Burn / Grant: For the People)
Cyrus was forced to cut all ties from Charlie after a visit from the mysterious Rowan Pope. Charlie was burned by B613 and went to Cyrus for help, but Cyrus turned him away claiming he had no idea who he was. (Any Questions?)
Michael
Michael was sent by Elizabeth North to seduce him and feed her top security information. Michael obliged but after some time with Cyrus he began to truly fall for Cyrus so he started feeding Elizabeth inaccurate or no information at all. Elizabeth "outed" that Cyrus was seeing a prostitute in order to take down Fitz Grant. But the "fixer" comes to Cy's rescue! Olivia comes up with ideas on how to spin the story in favor of Cyrus and still making the White House look good, an engagement. At first Cyrus doesn't want to go along with it, but after a little pep talk from Olivia, he comes around to the idea. (Where the Sun Don't Shine)
